Dear Sir,

I saw Colonel Majendie, and I am pleased to tell you that his views entirely coincide with ours, as to the non-necessity of placing any roof over the tanks.

I shall esteem it a very great favour indeed, if you will telegraph to the Hongkong Government as soon as this report reaches you, and if you will also write to the Government of Ceylon giving them a resume of Colonel Majendie's report, as I am pleased to inform you that Colombo is at length ripe for settlement, and the Government have met us so fairly that they appear extremely desirous that the installation should be proceeded with.
